 Information on Camas Annexation :

Background:

  •  Every neighborhood needs to be part of either a city or county.  Winchester Hills is unique in that it physically lies between Camas and Vancouver, but is not incorporated into either.  As it is in the jurisdiction of Clark County, it presents some interesting challenges with tax collections and utilities.  

  • Our CC&Rs specifically reference annexation into the City of Camas, and the City of Camas previously expressed interest in annexing Winchester Hills in 2014. While no formal discussions have taken place since then, concerns about paying high outside city limit utility rates continue to resurface, keeping annexation an ongoing topic of interest within the community.

  • In order to be annexed a majority of the home owners need to sign a petition requesting annexation along with a processing fee.

  • Because annexation has been discussed at past HOA annual meetings for many years, residents who continue to express interest have naturally reached out to the HOA board for assistance.  It is important to note that annexation is not an HOA responsibility (financially or otherwise).

  • Members of the board have chosen to assist with this effort in order to support residents, help guide the process, and share information. We will make this decision together.

What’s happened in 2025:

  • Winchester Hills HOA invited several individuals from the City of Cams to meet us during our 2025 Annual Homeowners Meeting and answer any questions about the process of annexation & a follow up meeting occurred where some additional information was provided. A lot of that background material is below. 

What’s happening in 2026: 

  • A group of neighbors have decided to initiate the process to place a petition to the City of Camas to request it to be annexed.  It's a multiple step process with a few requirements that need to be followed.  

  • We have set up a go fund me site to collect donations that will be used to pay the fees. Please feel free to contribute what you can.

Welcome to Winchester Hills! A wonderful, established neighborhood with a diverse range of residents. The two phases and 172 homes provide a sense of community while still offering enough space for everyone.

Having wide, tree-lined streets adds to the charm and beauty of the neighborhood. Trees not only enhance the aesthetics but also provide shade and contribute to the overall environmental well-being. The pathways and park areas provide an area for all residents to enjoy! It's great to hear that Winchester Hills has prioritized these features.

With a mix of original owners, renters, and families with school-aged children, Winchester Hills has a vibrant and dynamic community. The variety of residents brings different perspectives, backgrounds, and experiences, creating a rich and diverse neighborhood.

The residents of Winchester Hills enjoy the sense of belonging and the comfort of calling it home. If you have any specific questions or if there's anything else you'd like to know about the neighborhood, feel free to ask!

 

Upcoming Meetings

  • Board Member Meetings are reoccur every 4th Monday of the month @ 4 pm via Zoom. If you are interested in attending the meeting and getting a zoom link, please email associations@nwmonline.com.

  • The Annual Homeowners Membership Meeting will take place early Fall, date and time TBD.

Tract A: Winchester Hills Park

Winchester Hills Park

We're pleased to share a few improvements to our neighborhood parks this summer! Two new benches and two picnic tables have been installed, providing seating and gathering spaces for residents to enjoy.

The board is also continuing to explore options for installing a pergola over the existing concrete pad to provide shade and enhance the park experience.

In addition, new signage has been ordered for both neighborhood parks and will be installed as soon as it arrives. The signs will outline park guidelines and usage rules to help ensure our parks remain safe, welcoming, and enjoyable for all residents.

Park At Tract C: Sunrise Park

Sunrise Park

The board is working on plans to remove and/or trim the dying tree at Sunrise Park and plant new trees to provide shade for years to come.

Because Sunrise Park does not have a water source, we'll be asking for the assistance of neighbors whose properties border the park to help refill the tree watering bags while the new trees become established. We greatly appreciate the community's support in helping these trees thrive.

Our goal is to plant the new trees in early fall, when cooler temperatures and seasonal rainfall will help the trees establish strong root systems while reducing their watering needs during the summer months.

Last Winter a Community Library was designed, build and installed at Sunset Park by one of our Eagle Scout residents, Keith Autry. The library is conveniently located between the play structure and the picnic table, just off the pathway. 🌟

JOIN a committee! We want everyone’s voices and talents to help improve our neighborhood. This means YOU!!! We currently have a park committee and communication committee. We are also exploring the idea of adding a social committee.
